By Andrew King POLICE APPEAR to be closing in the youths who chanted “drown him” during a brutal assault of a teenager. The 15-year-old was viciously attacked by a group in Rolleston after a fireworks display on November 4. They dragged him to a water race and held his head under water. Some in the group chanted “drown him.” The Star has learned police have been given names of suspects and private Facebook messages of apology to the victim. The four suspects are all teenagers. But police are refusing to reveal where the investigation is at. All Detective Senior Sergeant Mike Ford would say yesterday was that it was “ongoing.” Many people have posted about the incident online, including friends of the victim who believe they know who the attackers were, his mother said. A friend of the family posted a message on their behalf, which received more than 600 reactions and a number of comments offering support and condemning the attack. “It was amazing to see how many people came up to us,” she said. •Turn to page 3

On pages 16-18 today, we profile Peter, who is the strength behind the families who lost loved ones in the CTV Building collapse on that awful February day in 2011. Peter retired from CTV about two months before the quake, and was called in by authorities on the day to help with the rescue and recovery logistics. He knew the building and everyone who worked at CTV, and his knowledge was vital as the hours and days raced by. Peter, of course, lost many friends in the quake. He has been there since for the families as they battled through the commission of inquiry and now wait to see if criminal charges will be laid over the collapse. In our interview, Peter also tells of the quirks of fate which led to people either being in the building or not when the quake hit. Sad stuff. –Barry Clarke

Twitter’s quake research role Student analysing emotional reactions By Bridget Rutherford EARTHQUAKE-related Twitter posts are being analysed to provide a new way of gauging how people are coping, and whether they need more support. Lincoln University PhD student Prerita Gupta is developing a recognition algorithm to identify emotions based on keywords in tweets from 2010-2016. So far, she has collected more than 250,000 tweets as part of the research, which is expected to take up to two years. The Complex Systems, Big Data and Informatics Initiative student said people experiencing upheavals often turned to social media to express their feelings, especially Twitter. She decided to research how people reacted emotionally online when earthquakes struck. “I thought it would be interesting to know which emotions they have gone through and to know the trend of emotions when they feel minor or major disasters.” The algorithm gauges intense reactions from people, and how they are coping. An example is a tweet such as “Sharp lil jolt felt in this morning!!!. Forgot how much I hate them.’’ Ms Gupta said the tool could be used by psychologists as a new way of gauging emotional

useful for health providers in examining the relationship between emotions and the use of anti-depressant medicines, helpful for the Government to plan which affected area needs the maximum health benefit and for social welfare departments to understand the level of support they should provide to the affected party.” Ms Gupta said traditional approaches such as interviews or surveys may not be the best way to collect data, as it reminded people of the experience and could be traumatising. Analysing Twitter posts was non-intrusive, she said. The Ministry of Health is also investigating whether Facebook or Twitter posts about illnesses or symptoms could be tracked to see if there is a trend in a particular area. In Brief LEGIONNAIRES’ SPIKE A spike in Cantabrians with the potentially deadly legionnaires’ disease is being blamed on a boost in the use of potting mix for spring gardening. Canterbury medical officer of health Dr Alistair Humphrey said 10 people had been diagnosed with the disease in the last week. Two of them were admitted to intensive care. The particular strain in these cases, legionella longbeachae bacteria, is found in compost and potting mix. NEW FUEL TANKS AT PORT Two new fuel storage tanks are being built in Lyttelton to improve capacity for the South Island. Mobil is building the petrol and diesel tanks on George Seymour Quay to be completed in 2019. They will replace the ones damaged by a landslide at Mobil’s Naval Point facility in 2014. Mobil country manager Andrew McNaught said it was an important part of the fuel supply chain in the South Island. VILLAGE TO BE EXPANDED Summerset Group has bought a further 2.1ha of land to add another 71 units to the $100 million Casebrook village which is currently under construction on Cavendish Rd. It says will expand the village to more than 340 units, a rest home and hospital-level care, and the Summerset’s first dementia care centre in Christchurch. RED ZONE OPTIONS Regenerate Christchurch will consider 1871 responses from people and groups as it refines options for the future use of the 602ha residential red zone. It consulted on 10 possible combinations of land uses for the area. Chief executive Ivan Iafeta said common themes were support for ecological restoration, flatwater and whitewater facilities and eco-sanctuaries. Reintroducing residential housing received more than 400 responses, but a proposed landswap with Avondale and Rawhiti golf courses was not supported.

Kitchen Rules: ‘We’re not so awful’ By Bridget Rutherford THEY HAVE been labelled the villains of My Kitchen Rules New Zealand and been called nasty, evil and “the worst word ever.” But Christchurch’s Heather Andersen, 30, and Mitch MacDonald, 39, say they are not the “awful” people viewers think they are. On Monday, the friends will cook in the sudden death round against two other teams before judges, Pete Evans and Manu Feildel, decide who will go through to the grand-final. But it has not always been smooth sailing for the former St Andrew’s College students. Ms Andersen, a sales manager, said they were portrayed as the villains because they had stronger opinions than the other teams. “I know what I said, but only half the sentence ever made it into the episodes,” she said. “I don’t mince my words, I’m not a horrible person. If you ask me a question, I’m going to tell you what I think because you asked me.” She said they may have gone in a “bit hot” in the first episode, but they knew they could back

$50m meth bust TWO MEN have been arrested after a two-week joint police and customs operation, which saw 49kg of methamphetamine with a street value of $50 million seized in Christchurch. Police discovered the drugs as part of Operation Grandeur and said it was the largest seizure of methamphetamine in the South Island. The drugs arrived into the city in an airfreight consignment sent from Mexico on November 1, concealed in a shipment of safety lights. There were 40 separate packages of about 1-1.2kg each, which have yet to be further forensically examined to determine the exact weight of the product. Police said the seizure has prevented $60.71 million of additional community harm. Search warrants were executed at a number of addresses in Christchurch and Auckland. Two Christchurch men

HUGE HAUL: Methamphetamine seized by police as part of Operation Grandeur. were arrested and appeared in the district court yesterday facing charges of importing a class A drug, and possession of methamphetamine for supply. Both were remanded in custody to reappear on Monday. Detective Inspector Corrie Parnell said if the drugs had made it on to the street, they would have caused “significant harm”, not just in Canterbury, but across the country. “Methamphetamine is a destructive drug that wrecks lives, breaks down whanau and negatively

impacts on our community. It takes enforcement and a whole-of-Government approach, along with education, to reduce demand and victimisation caused by this drug,” he said. Detective Inspector Parnell said drug use is a driver of numerous other crimes. “Unfortunately, the demand for illegal drugs is fed by those who are addicted and interventions are required in order to help these people limit the harm they are causing to themselves and others.”

Funeral home review cost $50k By Bridget Rutherford IT HAS cost ratepayers more than $50,000 for the judicial review into a suburban funeral home in Fendalton, prompting calls for a budget to be used in similar situations. Independent commissioner Philip Milne granted resource consent for Bell, Lamb and Trotter to operate a “funeral satellite office” from a house on Rochdale St in April. Residents fiercely against the plan formed the Rochdale Precinct Society and took the David East battle to the High Court for a two-day judicial review last week. Justice Susan Thomas has reserved her decision. City council head of legal services John Higgins said it was obliged to process resource consent applications and be party to a judicial review if there was one. “So far the external costs associated with judicial review proceedings are $57,710.06.” He said it did not include the cost of last week’s judicial review

as the city council had not yet been invoiced for that. Originally, the city council declined the application. But Bell, Lamb and Trotter asked for an independent commissioner to rule on it. It was approved under the “home occupation” provisions of the new District Plan, as Bell, Lamb and Trotter managing director Andrew Bell said he was living there. Regulatory performance committee chairman city councillor David East said the city council

did not budget for costs incurred through resource consent appeals, such as Rochdale St. He said the city council was looking into whether money could be set aside in the long term plan for those costs. “We’re now looking at whether we can increase the budget for the building consent and resource consent and enforcement unit.” Rochdale St resident David Nicholls said it was now a waiting game to see what Justice Thomas’ decision would be

Rugby coach complaint dropped By Andrew King A COMPLAINT about a West Melton rugby coach who grabbed a young Lincoln player after an altercation on the field has been dropped. The under-14.5s coach Amanda Tomlinson previously told The Star she grabbed the player by his collar after he kicked someone from her team in the mouth during a match in July. A complaint was lodged with the Canterbury Rugby Football Union which investigated the matter, but it has been dropped. CRFU chief executive Nathan Godfrey said he believes the complaint has been withdrawn. Ellesmere Rugby Union president Stuart Boon confirmed there will be no further action against Ms Tomlinson. Ms Tomlinson said she did not want to make any comment about the incident when contacted yesterday, but said she had been through hell. Police have also dropped the assault charge against her. In July Ms Tomlinson said she was upset a complaint had been laid.

Inner-city living: The pros and cons, Last week, The Star revealed a report showing people don’t want to live in high density housing. A study published in the Urban Studies Journal by Canterbury University transportation lecturer Diana Kusumastuti looked at the weight residents put on buying a home, and what factors were more important. It found more people were likely to buy a home in the city’s outer suburbs because the properties were larger, quieter, private and often cheaper.

“Because a lot of younger people today are more transient in their jobs, they get married older so they’re living with friends or their partners for longer. Most prefer the privacy of one or two bedroom apartments.” He said a lot of apartment purchases had to be made off the plans, but people were willing to do that. “Banks require 80 per cent of the project to be pre-sold before banks can provide funding for the project.” Near Hagley Park, Cranmer Square and Victoria St would be the expensive, larger apartments, he said. On the eastern side of the central city near Latimer Square, were the more affordable apartments for younger buyers or renters. Mr O’Loughlin said there was a broad range. He sold a one bedroom apartment for $309,000 recently, and a two-storey 550 sq m apartment on Park Tce for $5.5 million. He said it was cheaper to live in the suburbs. People could buy a new four-bedroom home in Rolleston or Rangiora for about $600,000, he said.

With that in mind, Ms Dalziel said inner city living should be targeted to those who valued the benefits such as its proximity to restaurants and the ability to walk everywhere. She said it had been “enormously disappointing” the range of properties had not yet been developed as promised. Affordibility was key, she said. “Density can be countered by quality design and great public space. And we need a mix of tenure – ownership, rental and affordable options in both.”

Urban Edge valuer Natalie Edwards said it was hard to compare buying apartments in the inner-city with properties further out. “They’re two completely different products. You could buy a one bedroom apartment for $600,000 in the central city. There’s just a wider market for the quarter acre section.” A lack of car parking spaces in apartment buildings could also be a turn off for many buyers, and anchor projects were not yet complete. “People aren’t traditionally apartment dwellers, that market is always struggled with Kiwis.” •Dalziel’s column, p25

Authorities meet over water

First catch up about water supply since Port Hills fire By Bridget Rutherford AUTHORITIES have met to discuss the city’s water supply network for the first time since February’s devastating Port Hills fire. City council reticulation and maintenance manager Rob Meek said the city council’s reticulation team and fire and emergency authorities met regularly to discuss the network. However, this was the first meeting since the Port Hills fire and the amalgamation of the New Zealand Fire Service and the National Rural Fire Authority, he said. “After the Port Hills fires, staff felt it was a good opportunity to catch up with the fire and emergency team to talk about our water supply network and reservoirs along the Port Hills and Christchurch in general and with regard to rural firefighting.” He said the senior fire risk management officer and three other members of the fire and emergency operational team were present. They spoke about the various chains of reservoirs on the Port Hills, including the flat and up the hills from Westmorland to Taylors Mistake, he said. “The various water supply

pressure zones in Christchurch were also discussed, as were reservoir sizes along the various chains.” He said staff gave fire and emergency authorities the water supply schematic plans of the pump stations and reservoirs showing how they link to each other, their elevations and sizes,

and pressure zone maps showing where pump stations were. “Fire and emergency already has access to the Christchurch water supply network geographic information system.” Mr Meek said there were no gaps in the water supply system and they would continue to meet as they had in the past.

The two Port Hills fires started on February 13 and later merged into one, burning more than 1600ha of land and destroying nine homes. Pilot Steve Askin was killed when his helicopter crashed near Sugar Loaf on February 14. Rural principal fire officer for Christchurch and Selwyn, Darrin Woods, said he helped organise the meeting but did not attend. He said it was more about highlighting areas where “there could be some limitations” for water supply.

Plan to ease building consent costs By Bridget Rutherford NOT-for-profit organisations could get a helping hand to pay for building consents if city councillor David East gets his way. The regulatory performance committee chairman has asked staff to see if funding assistance could be provided for not for profit organisations wanting to build a facility. “Sometimes not for profit organisations have to raise funds and some of the consenting fees can be quite a challenge for them. So we’re looking to see if we can have a process where there can be an application for a rebate of some of those fees,” he said. “It’s probably going to have to be on a case-by-case basis.” Cr East said it could be in the form of a funding pool that organisations could apply for money from. “A few years ago I was involved in a project with North Beach Surf Life Saving Club. The building works were going to cost $20,000, and it was $4000 in building consent fees. That was almost quarter of the total cost. “When you think about community groups having to fundraise significantly for a big project, on top of that they’ve got a fair chunk of building consents as well.”

Helping those left behind from Peter Brown retired two months before the CTV Building collapsed in the February 22, 2011, earthquake, killing 16 of his former colleagues. Bridget Rutherford spoke to him about waiting for a prosecution, the moment he saw the damaged building, and helping the survivors and victims’ families

Can you tell me what your role with CTV was? I was the technical engineer. CTV were looking for people to help and my daughter had been working as a camera person and she said ‘my dad will fix it’, so dad ended up fixing it. That was in 1997, in Manchester St, and from there I really just stayed in that same role. We shifted all the gear to Madras St in about 2010 and I did all the technical stuff. I retired in December 2010. You went to the site on February 22, 2011, after the earthquake struck didn’t you? I was out in Oxford when the earthquake struck because I’m on the trust of Youth With A Mission. But I got a call telling me to come in. I was already on the way. I was at the site helping the police, drawing diagrams of the building and where people might be. We were trying to find

out how many people were in the building at the time. From there, I had a relationship with the families and had meetings with them in the weeks after that. Then we had the funerals, I spoke at many of the funerals. This went on right up until June until the coroner had declared the ones who were missing were dead. That was hard. I was involved in the Royal Commission giving names of people who could be involved to help with that and I testified. Then I got involved with moving CTV to Wairakei Rd and later into Venture Pl then Lincoln Rd. I’m helping with the Quake Families Trust now, I’m not on it, but I go along to the meetings. When you arrived at the site and you helped police, was it like a switch flicked? Yes it was. We lived in Christian communities in

Christchurch, Oxford, and the Marlborough Sounds, and we were working with people who needed support.

I think that prepared me for a lot of the stuff that happened in the earthquake. I was used to dealing with people in all sorts of

situations. There’s a verse in the Bible that says you were born for such a time as this, and I often think about that.

the CTV tragedy I WAS the only one at the time who knew all the families, apart from Maryanne [Jackson]. So I was that go-to person. Now we have a tea or a get together every month or two. When you were driving in from Oxford, did you know what you would find? I knew the building was down and things weren’t good. The satellite dishes on the roofline were on the ground, and the CTV sign. It was a horrendous scene. People started ringing me then because they knew I was there. I would have been in the building – I didn’t go out for my lunch. I look back and think, if I hadn’t retired before, it could have been worse. Maryanne had 5000 practice runs, she ran out of the building every time there was an earthquake. The thing that saved her, though, was she went to do the dishes and the phone rang and, instead of going around the back of her desk, she answered over the front, so she dropped the phone and ran out the door. There are a lot of miraculous stories. The sales manager at the time, his wife used to work at QE II and someone was in trouble and

she jumped in the pool and got them out. She rang Malcolm [Harris] to ask him to bring in some spare clothes. That was at 12.30pm. Rhys [Brookbanks] was going to go out and do a story, and Emily Cooper said ‘don’t worry I’ll go out and do it’. Just things like that. People feel that survivor guilt at times, they feel why did I survive? Did you help identify some of the items from the building? Yes, we were trying to identify all the stuff that came out of the building and peoples’ belongings. There was about two containers of stuff, initially they put all the stuff in the gym beside the CTV Building. The night we were there, it affected your touch, your smell and even your sight. On the street it looked a bit like Armageddon, because on the coffee tables there were half-drunk cups of tea and that sort of thing. Why did you decide to retire in 2010? I’m an old bugger. I had stayed on longer than I wanted to because I went on an outreach trip to China, I said to Murray [Wood] if you let me go away for two months I’ll stay on until the

end of the year. How long did it take for CTV to get back up and broadcasting after the earthquake? We got the first signal back on air through Maori TV in about April. But we got the channel back up and running by about June or July. A lot of people were prepared to help, a lot locals and a lot of my contacts like Telstra and Kordia and we’ve got to be grateful for that. Was it helpful to try and get it back up-and-running sooner? It helped us all in the sense you felt you were honouring the ones who died, you were carrying it on, and it kept peoples’ focus on something else. In your job you were in charge of fixing things. Do you remember any big breakdowns over the years? The news went to air most of the time. There were close times. I know there was one where we had a few seconds to spare. But that’s part of television. We had fun. We used to do football, basketball and school sports. It’s amazing the stuff we filmed when I look back. •Turn to page 18

Where did you work before CTV? I was in the post office from 1962-76 as an engineering associate. We used to design telephone exchanges, but that’s all changed now. Then I went off and did 23 years of social work helping people. What do you do in your spare time? I’m still on the trust in Oxford. At CTV, I was always fixing everyone’s cellphones. I still do that on the side and I’ve always got my head in a computer. I spend a lot of time with my family. My wife Christine died in 2015 and I’ve got six kids, 18 grandchildren and two great grandchildren, so they keep me occupied. They live all over. My kids take me fishing sometimes. I do a lot of swimming, I try and go a couple times a week – but sometimes it happens; sometimes it doesn’t (laughs). How did you and Christine meet? There used to be a lot of church dances. This one, it was a fancy dress dance, I was in a skeleton costume, or something like that. We had known each other from youth groups and stuff. We got engaged on April Fools Day and married on Guy Fawkes. I

wondered about the method of that, I think it was for my sake so I didn’t forget those big days. And you’re still waiting on a decision regarding the investigation into the collapse of the CTV Building? The evidence has got to be

far more thorough. The Royal Commission was designed to find out what went wrong and to fix that. The criminal investigation is to convict someone. We’ve just got to wait until they make that decision. I’m hopeful

there will be something out before Christmas, I’d rather it’s thorough. If they do go ahead, this will be hard for the families involved and just as hard for the people who survived because they will have to give evidence and you’ve got to relive the

whole thing. It’s hard to move on in Christchurch, there’s always something to do with the earthquake every day in the news. What do you think of the new landscaping plans for the CTV site? I think it’s good. We’ve always wanted it to be a reflective site where people can go and just sit. It’s got the cherry blossoms for the Japanese. We had to fight for it to begin with but, once Canterbury Earthquake Recovery Authority got hold of it, it was good. Do you find earthquakes frightening? No, unless there’s a really big one. I won’t say you get immune to them. I remember when my daughter visited, there was a rattle and she got under the doorway and the rest of us just sat there and said ‘it’s only a 4.5 don’t worry’. •A police spokeswoman said she could not give a date for when a decision would be made on whether charges would be laid for the collapse of the CTV Building. Police said the investigation is in its final stage.

Defining a sense of national identity By Gregor Paul FOR YEARS individual All Blacks have spoken about their pride in the jersey and been clear about what they were prepared to do to wear it. The stories of sacrifice are legendary, the commitment to the cause beyond question. Yet for all the emotion connected with the jersey and all the desire to wear it, there has been no unified sense of what it means and represents. Being an All Black has meant so many different things to so many people and while virtually everyone who has played for the national side has been aware of the significant history attached to the team, there hasn’t previously been a defined sense of national identity tied up in the team’s culture. This was the conclusion reached by former coach Graham Henry and his assistants Wayne Smith and Steve Hansen when they took over running the team. What drove that home was a difficult day New Zealand rugby endured at Ellis Park in 2004. Not only were the All Blacks well beaten by the Springboks, but they came away from Johan-

national identity. South Africans appeared to know who they were and what the Rainbow Nation was all about. The All Blacks coaching panel wanted something similar. They wanted to instil a unified understanding of what being an All Black meant and use that full weight of history and the legacy of the jersey to guide, inspire and bind.

That process began 13 years ago, but stepped up in early 2015 when Hansen decided that if his side were to win a consecutive World Cup, they would need a greater appreciation of themselves, who they were and what exactly they were representing. We really challenged ourselves prior to 2015 to identify who we were because we used to

talk about it all the time,” says Hansen. “So we asked the question what is it [our identity] – who are we? As a result of that we worked out that we weren’t really that sure. We spent a lot of time putting some stuff together and challenge ourselves to ask some questions. “And really you know it is our history and what that history has chucked that up over the years and who we want to be. “When you are asking to identity yourself as an All Black you have to go really specific because not every New Zealander is going to play for the All Blacks. So you are actually representing the people that have and all the people that are supporting you. “What it is we are identifying with has to come from our past and that includes good, bad and indifferent. It is so interwoven with being a New Zealander, you can’t really separate it. “You can then look at other great New Zealanders and even some poor ones and ask if we are going to be like that. It is an opportunity to enhance what has gone before us. I think we are very clear.” •Turn to page 22

•From page 21 The reason Hansen is adamant the players are clear about identity and what it means to play for the All Blacks is because management make it that way. One of the key virtues Hansen has instilled in his players is gratitude – to respect and cherish the opportunity they have been given. And to feel like that, the players need to know the scale of the privilege they have been afforded. “Nothing is assumed and we have an induction-type process that we do with all the new guys and there are various ways we do that without going into it,” says Hansen. A big part of the current climate is helping players understand how their personal history intertwines with the team’s legacy. “I think if you go ask a young child in New Zealand who plays rugby, nine times out of 10 they are going to say they want to be an All Black,” says lock Luke Romano. “From the time you are a young bloke, to when you are in your 20s you want to be an All Black. It is no different for me or any other guy in this team. When you

put on that All Blacks jersey it is something you have been chasing for 20 years and you don’t think you are ever going to get there. “But you have got there and that just shows what it means to New Zealanders because there is that history in that jersey and that want to get there and not everyone gets there. So that is what makes it so special - when you get the jersey it is a chance to play a test for your country and you don’t want to let the jersey down. It has so much history and

so much winning culture that you don’t want to be the one that inflicts a loss on it. “They are the big driving factors . . . it is not just a bit of black cloth with a silver fern on it.” For teammate Dane Coles, the question of identity has been one that has been pushed to near the front of his mind since he made the squad in 2012. It was maybe not something he had considered prior to making the team, but he understands now that the more the team understands them-

selves, the better they are likely to play. “We know our identity,” he says. “Who has worn this jersey what they have done in it and all the people who have worn it before us. You learn you are only a caretaker of the jersey. You don’t own it. You try to leave it in a better place than it was before you wore it. “It is huge because it is about identity, what you play for and what this team represents. I think you are not going to learn all that on your first tour. If all the games the All Blacks have played this year, none have brought to the fore so pertinently the question of national identity. The French test on Armistice Day, in the country where hundreds of thousands of New Zealanders gave their lives in two world wars, creates an emotional backdrop. Adding to that is the fact that it is 100 years since Originals captain Dave Gallagher was killed in action in World War 1. The test, more than most, asked the All Blacks to think deeply about who they are. “I think it is because it is easy to tell that story because it is in your face,” says Hansen. “And

it is in our face because on your jersey is a poppy and the first question you have is why? What is the poppy. Why the poppy? Because the first thing that grew on the battlefields was poppys and a lot of New Zealanders were killed on those battlefields. Says Romano: “He and 13 of his mates died at Passchendaele. It is 100 years since it happened and that is certainly a big factor for us to do that jersey pride. Because they wore that jersey with pride as we do now and what they gave up for their country, they made the ultimate sacrifice. Viewpoint The benefits of inner-city living I WAS asked whether recent research on people’s preferences for buying in Christchurch’s outer suburbs creates a challenge for our city’s goal to have 20,000 people living within the four avenues. I should remind people that this goal was set before the earthquakes. A vibrant and dynamic central city was always part of the vision of the Greater Christchurch Urban Development Strategy, and inner-city living was always part of making that happen. Should we have been able to hit the fast-forward button after the earthquakes? You bet. Does this research change this? No it doesn’t, but it highlights the need to target inner city living to a much more diverse group than revealed by the research. And that means affordability, quality urban design, great amenities and plenty of public space have to be part and parcel of the new central city. It should be remembered that the research focused on homeowners, and I think it’s important to have students, renters and people in need of a supportive living environment. Diversity is important to the city. What I found most interesting in the research was that people

don’t seem to mind long commutes to get to town or to work if they were getting a better property for the same money – for example, a three-bedroom townhouse in the city as opposed to a four-bedroom house with a backyard in the outer suburbs. That suggests to me that the trade-offs need to be better defined and we should target inner city living to those who value the benefits for example walking distance to work, theatres, restaurants, parks, inner-city life, recognising that ‘inner-city’ living isn’t for everyone. One of the observations in the article is that future studies

should investigate ways to make high-density living attractive through the careful and skilled design of buildings and neighbourhoods, that address people’s needs for quietness and privacy, while living in a mixed-use neighbourhood. Christchurch’s District Plan has, for several decades, contained policies to promote higher density development particularly around natural hubs – shopping centres, major bus routes and parks. I think it is a good thing to have density in the areas where these things are within walking distance. New research says people are not keen on inner-city high density living, in spite of plans to try and encourage it Thomas Blair – I built and have lived in the inner city within the four avenues for more than 20 years and would not consider choosing to live in the suburbs. The advantages are so numerous that they outweigh any so called benefits of the suburbs – quietness, space, safety etc. Extra time gained through no lawn mowing, garden maintenance and travelling time is a bonus, so central city living for me. Police have been given names of the suspects who chanted “drown him” during a brutal assault on a teenager Rolleston Perawai Hurunui – I agree that is so wrong and, yes, I hope they get there punishment, but for those who are saying an eye for eye, you guys are just as bad as the bullies. Urgent need for EQC inquiry

THIS WEEK, it was a real pleasure to visit Kaikoura on the one year anniversary of last year’s devastating earthquake. As someone who’s been through it myself, I know it’s a day of mixed emotions. There’s grief for what has been lost, a sense of hope for the future and a bit of awe when you reflect at what you and your community have got through together. As Minister responsible for EQC, I spent much of the day talking to people on the ground who are still going through the EQC and insurance process. I wanted to reiterate our Government’s support for them and to let them know we are doing everything possible to help Kaikoura recover and help them move forward. Overall, we are making good progress in getting people settled. At the end of October, 91 per cent of all claims have been assessed, with 65 per cent of all building claims, 92 per cent of all contents claims and 93 per cent of all land claims being settled. AVOCADO AND CARAMELISED PINEAPPLE SALAD

Ingredients

Ribeye steaks, at least an 1.5 inches thick Olive oil Salt Fresh ground black pepper

2 Tbsp Brown sugar ½ Pineapple, peeled 2 Tbsp Butter 3 Avocados, firm but ripe ½ Red onion 100g Blue cheese, creamy ½ Red chilli 2 cups Salad leaves, washed

Directions Preheat your grill to high heat. If you have a sear burner and a steak that is more than an inch thick, get one side of the grill going at about medium-high in case you need to cook it through a little more after the sear. Remove the ribeye steaks from their packaging and rub them down with some olive oil and then coat a generous amount of salt and freshly ground black pepper. The olive oil provides just enough fat to help the salt and pepper create a great, caramelised crust. Clean and lubricate your grill grates with some cooking oil on a rolled up piece of paper towel (using tongs, of course). Place the ribeye steaks on the hottest part of the grill and then stand ready with the tongs.

Dressing 1 Orange, zest and juice 1 Chilli, finely chopped 1 tsp Ground cumin 4 Tbsp Avocado oil 1 to taste Salt & freshly ground pepper At this point, you are on flareup watch. The fat dripping off of the steaks could create a flare-up. If a flare-up occurs and doesn’t go away in a few seconds, simply use your tongs to slide the steaks away from the open flame until the flame dies down and then move them back over the heat. Continue to grill with the lid open for about 4-6min. Flip the steaks over onto the

other side, still over the hottest part of the grill. Grill the ribeye steaks for an additional 4-6min on the other side, lid open, for a medium-rare delicious steak. Remove the steaks from the grill and allow to rest for 5min before serving. The resting period is important so that the juices don’t run out when you cut into the ribeye, so be patient.

Directions Prepare all the ingredients. Core the pineapple, then cut the flesh into 3cm cubes and sprinkle with the brown sugar. Put a frying pan on to heat, then add the butter. When the butter is starting to sizzle, add the pineapple pieces and fry over a gentle heat until they are caramelised on all sides.

Cool. Cut the avocados into 2-3cm cubes. Break the cheese into small pieces and slice the onion paper-thin. Slice the chilli into thin pieces. Make the dressing by shaking all the ingredients together in a jar. To serve, line a flat serving plate with the fresh salad leaves. Toss the avocado, pineapple, cheese, chilli and red onion together on top of the leaves. Drizzle over the dressing and serve at once.

Sometimes the top of the plant also needs a trim. Cut it back by a third to a half – I know, I know, you don’t want to cut anything off – but the aim is to have the plant bushy down low, and this training needs to start at the beginning. If your plant is already suitably bushy, then just nip the ends to keep that bushiness continuing. If you are planting when it’s windy – especially if it’s a hot, dry wind or a cold wind, then you can cover the hedge with windbreak cloth – use bent wire, tent pegs, stones or what you have to hand to weigh it down. Keep the watering happening; to see if it needs water, dig a small hole with an implement to see how moist it is. I will just note here that watering is crucial at this early stage and, as usual, a deep water is required rather than just a lackadaisical sprinkling. Mulch after planting – keep the mulch away from the base of the plants though. For smaller hedges, such as

buxus, plant approximately 25cm apart. For medium-sized hedges, such as escallonia, plant about 60cm apart and for bigger hedges, such as Portugese laurel, plant at 1m. Hedges can be planted in a single row or a staggered double row (useful if a really dense hedge or windbreak is required). If you are planning on putting in a longish hedge, then it would pay to order your plants in advance from a nursery, as come planting time they may all have been snaffled up. This also means that they will all be all the same size and age, which is desirable. While it is tempting to go for the biggest plants – as when you want a hedge, you want it now – I suggest you go for a smaller grade which will not only be less expensive, but will also settle in and start growing quicker. If you are putting in a deciduous hedge such as hornbeam, then it is cheaper to buy bare-rooted plants that come into the nurseries in winter. Warning – on no account let the roots dry out before planting happens, get the plants in the preprepared soil as soon as possible.

hedges growing In terms of choice, the main considerations are what height you want the hedge to finally be, do you want deciduous or evergreen and what is suitable hedge material for your area. As with planting trees, do believe that innocent little plant may indeed grow in to the monster it says on the label, and maybe choose an alternative plant. Also check what width the hedge will attain – an important consideration if the hedge is by a flower bed or vege garden (beware of shade or hungry roots). Think about whether you want your hedge to be formal (closely clipped) or informal (lightly clipped or not clipped at all). Hedges can be also made into interesting shapes such as ‘cloud’ hedges or have bits cut out like crenulations, or they could be multicoloured. If you do opt for a two-toned hedge, check that the growth-rates of the two varieties are the same so that your hedge grows evenly. Use your imagination to create your own unique hedge. Find out if the hedge you want to plant is a fast or slow grower, so you know what time frame you are looking at to achieve your

Most hedges don’t get thought about much in winter, but keep an eye on your evergreen hedges as they can get surprisingly dry in winter – have a scratch around every so often to check whether this is happening. Feed your hedges at the end of winter to set them up for the growing season to come. I use a granulated slow-release fertiliser. I don’t add any fertiliser when I initially plant the hedge, it doesn’t need it until the roots get going properly so wait a year until you start feeding it. Depending on the variety

you have planted, you may be cutting the hedge anything from one to six times a year. Usually the faster the growth, the more it has to be clipped. A rule of thumb is to cut your hedge after the first flush of growth in spring when the leaves and branchlets have started to harden a bit. You can do it again if needed in early autumn. If you have a fast grower such as Teucrium or Escallonia, you will need to cut more often so just do it when you need to. If your hedge is a flowering one such as a camellia, then prune immediately after flowering has finished. When cutting your hedge, keep your hedge wider at the bottom than at the top – this lets light into the base and helps avoid bare patches. Where I can, my choice of hedge plant will be one that can be cut back hard if needed. I like the insurance of being able to renovate and re-shape a hedge that may be in need of remedial work. If you do have a hedge that has grown too big or looks ungainly, you can whack it right back, feed and water it, and begin retraining it with clipping or nipping. •More gardening, p36

Nothing beats home-grown cucumbers By Henri Ham

I OFTEN hear gardeners say nothing beats eating home-grown fruit and vegetables. In fact, I say the same thing myself. And if I had to pick one plant that this really rings true for – I would pick cucumber. The cucumbers we have grown in the last few seasons have been crisp, juicy, cool, delicious and would, no question, beat storebought cucumber by miles any time. So, if you only plant one vegetable this season, though technically a fruit, I strongly recommend you consider cucumber. And don’t stop with just telegraph cucumber (the long, skinny one most commonly found in the supermarket), try growing a selection of cucumbers. Lebanese has tender, edible skin with sweet, mild-tasting flesh. Short-green is great for growing in smaller gardens as it produces a lot of fruit but only requires one third of the space of other cucumbers. And apple looks much like an apple (opposed to the long look of a telegraph cucumber) and it grows really nicely along the ground. Once you’ve got your plants, it’s time to find a place to plant them. They like a warm, dry and sunny spot to grow in. And most varieties will need a bit of space.

Telegraph and short green cucumbers will need to either be staked or grown next to something they can grow up – like a trellis. Plant these varieties around 1m apart so each plant

has its own trellis/area to spread over. Apple cucumbers will happily grow along the ground and

are a good companion plant for zucchini as they like the same conditions. For a regular-sized bundle with

three seedlings you’ll need an area around 2m x 2m and each seedling should be planted about 1m apart. I like to imagine I’m planting them in the shape of a triangle and each seedling goes on one of the points of the triangle, this way the plants are grouped together but have enough room to spread out. Dig in some compost or leftover potting mix into the soil to ensure its friable (breaks up) before you plant. To encourage fruiting it’s a good idea to plant your cucumbers (and zucchini) near some bee-attracting plants like lavender or borage. Doing this will help ensure the bees pollinate your plants and as a consequence the fruit develop. If the plants aren’t pollinated properly the flowers will fall off and no fruit will develop. If you’d like to be really sure they’re pollinated, try touching the pollen on each plant with a paintbrush – this will spread the pollen from one flower to the next. I was once told by someone that you could do the same with an electric toothbrush, minus the toothbrush head. I’m yet to try this approach but would love to hear from anyone who has. In around 10 to 12 weeks you should be able to enjoy the cool and juicy taste of home-grown cucumbers.

Many different varieties of tasty basil By Henri Ham THERE ARE a couple of plants where growers regularly report that they find a little tricky to grow. Coriander is one. Watermelon is another. And the one that always surprises me is basil. Basil is such a great plant to have on hand. And there are so many different varieites available to try, I thought this month I’d share my advice on how to get the best out of your basil and move it

off that ‘tricky to grow’ list. Basil loves the heat. So my first piece of advice, is look for the sunniest spot in your garden and that’s where you should put your basil. If the sunniest spot at your place is in your home (for example by a kitchen window), then try growing your basil there. Basil grows really well in pots and can easily be kept inside. When you’ve found the right spot to grow it just dig a little hole and plant. If you’re growing it in

a pot I recommend using a good, general potting mix. My second tip for successful basil is, pick it regularly. If you don’t pick it quick enough it might start to go to seed. If it does, just pick off any developing flower heads to encourage it to stick to leaf growing. Next, basil needs water but its very important you don’t overwater it. Water it when you plant it and then water it regularly to encourage lots of leaf growth. But, and here’s the important advice,

let it dry out between waterings – don’t let it stay wet. And my last piece of advice is, don’t just stick to sweet basil – try growing cinnamon, Thai, lemon, or one of the other varieties. A good way of sampling the other varieties is by getting a mixed basil bundle which will include a selection of some of the different basil varieties. If you do all of the above, basil will quickly move to your list of favourite, low-maintenance, easycare plants.

Largest cast yet for Chch director

By Georgia O’Connor-Harding NATALIYA Oryshchuk may have set up her own successful theatre company in the city and had her original plays recognised internationally. But she has never had the chance to direct a cast as large as the Canterbury Repertory Theatre’s new production of Arsenic and Old Lace. The play has a cast of 13 members, which is one of the largest used for a 20th century play. It was an opportunity Nataliya Oryshchuk Oryshchuk could not resist. “The material itself is a very strange comedy with a dark twist and it is just my cup of tea,” she said. Written in 1939, the show is about a successful theatre critic who learns his aunts have been poisoning old men for years. The play was made famous in in 1944 when it was turned into a Hollywood film starring BritishAmerican actor Cary Grant. But Oryshchuk said she felt the

film was not Grant’s best work and it was a little over the top, she said. Her goal was to make the humour more subtle. “We found together with the cast that sometimes it is funnier when the characters are very genuine about what is going with their reactions,” Orysh-

chuk said. The show finishes off another successful year for Oryshchuk. Earlier this year, her original play Token of Friendship made the shortlist for the international competition, Pint-Sized Plays, in

the United Kingdom. Oryshchuk described it as her most successful original comedy show inspired by her experiences of what it is like to be an immigrant in New Zealand. Born in the Ukraine, Oryshchuk moved to the city about 15 years ago to escape the difficult social and political situation

brewing in her country. She said her show is based on conversations she has had with people who don’t understand what it is like to be an immigrant. “Particularly all these stereotypes around immigrants from Eastern Europe, especially females with all the ridiculous Russian bride assumptions.” In 2012, Oryshchuk set up NO Productions Theatre Collective, which has since staged many original theatre productions. Although her most successful play is a comedy, Oryshchuk is a fan of Gothic material and is working on a new play based on Canterbury’s pioneering Deans family. Her theatre company is also planning a new initiative to help bring Canterbury playwrights and actors together so they can evaluate their own work and use it in their professional development. One more show for pop-up concert series THE FINAL show for the year from the Christchurch Pop Up Concert Series is set to be staged at the Isaac Theatre Royal. Scottish-born urban, folk, blues, jazz singer-songwriter, Isabella Miller Bell, also known as Ma Bell, will bring her pop-up acoustic cabaret, Le Cabaret De La Vie, to the theatre to finish the series for the year. The pop-up series is a six-year artist-led music project launched in 2011 to support performers after the quakes. Since 2011 the series has staged more than 40 pop-up events from sold out theatrical cabarets

to free outdoor concerts. Funded by the Creative Communities Scheme, the series was started at the Redcliffs Tennis Club. For the final show Ma Bell will bring together the vintage crème of the crop from the acoustic roots realm to tell the story of the blues. It will feature guitarists including Jon Maxim Hooker, James Wilkinson, and Radius duo, Harry Harrison and Justine S. Jazz artist John Bevin, along with other guest performers, are lined up to take part in the show.

Driven Holden covers bases with Astra sedan By Ross Kiddie WHEN I look back through the long list of vehicles I’ve owned, it’s interesting to note that only two of them weren’t sedans. I guess that is some kind of an indication that I like the booted car, more so when it’s a sport sedan. It would be an exaggeration to classify Holden’s new Astra as a sport sedan, but it certainly is the latter. And full marks to Holden, and Opel, for making the Astra sedan available in New Zealand, it joins a hatchback and wagon range here and I certainly hope it does well against the market trend towards sport utility vehicles. Until I drive the wagon, which also appeals to me, I’d go as far as to say the sedan is the pick of the bunch. One of the reasons is that its extra load space is generous – 445-litres against 360-litres in the hatch, at the same time losing nothing in vehicle dynamics; in fact, I think it’s handling is just a little better, a few kilograms towards the rear improves balance. At the other end, the Astra sedan utilises much the same driveline as its stablemates, with six-speed manual and automatic gearbox options. The test car was the latter and it was coupled to a four-cylinder, turbocharged engine of 1399cc. Holden rates it with 110kW and 240Nm power outputs. These figures are healthy enough in themselves, but it you also take into account the areas where they are maximised (6500rpm and 2400rpm all of the way to 4000rpm) there is a solid flow of energy all through the rev band. I particularly like the way the engine picks up the gaps as it flows from gear to gear; the shifts are smooth, and with the low and close ratios under immediate acceleration there is a feisty type of feel from beneath the throttle

pedal. That’s also the case at all speeds, when the journey necessitates gentle throttle pressure, the Astra also feels quite at ease. For interest’s sake, the Astra 1.4 turbo will accelerate from a standstill to 100km/h in 8.7sec, and it will complete a 80km/h to 120km/h overtaking time of 6.7sec. On the subject of figures, Holden claims a 5.8-litre per 100km (48mpg) combined cycle fuel usage average which is quite bold, but I would suggest quite achievable nonetheless. During the five days the evaluation car was in my possession, the display graphics were constantly listing around 8l/100km (35mpg). That figure is thanks to low fuel use at highway speed – 4.5l/100km (62mpg) at a steady 100km/h cruise, with the engine turning over very relaxed at 1800rpm. I took the Astra sedan on a hill road I don’t often use, one which incorporates a lot of slow speed tight corners, the endless twists and turns certainly gave good

indication of the Astra’s handling dynamics. Providing the grip in the first instance are sport specification and low profile Kumho tyres (225/45 x 18in). By sheer nature of their profile they have a wide tenure with the road and high grip levels. The tyres also help promote strong steering feedback and accurate turn-in. Astra hatchback models have

the benefit of a Watts Linkage system across the rear axle to enhance stability; sadly, the sedan doesn’t get that, but nevertheless, suspension movement allows just enough wheel freedom to absorb the big hits along with arresting body movement. The entire handling feel is balanced thanks to spring and damper rates which are firm, but not so much that they spoil the ride.

The evaluation car was an LTZ model which means it is high spec and lands here at $38,490. There are two other variants – LS and LT – which are priced at $29,490 and $34,490 respectively, the base specification non-leather model would probably be my choice. Nevertheless, the LTZ wants for little, it has all the kit you’d expect from a range-topper such as full leather trim with heated front seats, electric sunroof, Apple Car Play and Android Auto, satellite navigation and an extensive safety package which easily meets the five-star Australasian New Car Assessment Program criteria. Holden, on both sides of the Tasman, is undergoing substantial change with the recent closure of the Australian manufacturing operation. That being the case, the company is reinventing itself and has a broad plan to fulfil its obligation to the car buying public. The Astra is just one part of an extensive line-up of models which will land here in the next year or so – all badged Holden and landing from many different global plants. If you add in a tempting threeyear free service and roadside assistance programme recently announced by Holden New Zealand, it would make a lot of sense to buy into the brand, and its good cars like the Astra, in all body styles, that are there to tempt.

What you need to know when you’re buying to let Buying a property is always a big deal, whether you’re planning to live in it yourself or not. Nearly 40 per cent of New Zealand property buyers already own multiple properties, according to recent data from CoreLogic, but that doesn’t make buying one as an investment any less of a bold move. If you’re thinking about buying an investment property it’s crucial to do all your homework about the ups and downs of both investing in property and becoming a landlord. There’s a lot to take into account, such as the tax implications if the property is re-sold within two years (or five, when the new Government implements its plans). Some councils levy rates differently depending on how a property is used, which can add significantly to your costs, and insuring a tenanted property can cost more because rentals are more subject to damage. When you’re buying a property that is vacant you are generally entitled to one opportunity to a final inspection of it before settlement (when you pay the balance of the money to the seller and get the keys). This inspection is to make sure that it’s in the same or better order as when you viewed it and agreed to the sale. If you’re buying a property with sitting tenants this process is more difficult and can raise all sorts of issues. To make sure you can still conduct a final inspection, we recommend asking your lawyer to ensure there is a ‘final inspection’ clause inserted in the sale and purchase agreement before you sign it. If you’re buying a property by auction, you will have to negotiate this with the seller (through the real estate agent) before the auction takes place. You’ll also have to make this a condition of the sale if buying by tender or deadline sale, if not agreed prior. Your lawyer can help you navigate this process. You may also wish to seek advice about getting a methamphetamine test included as a condition of the sale.

A change of ownership also doesn’t mean you have the immediate right to ask the current tenants to move out. Generally speaking, under the Residential Tenancies Act tenants must be given at least 42 days’ notice to leave a property. If you want the property to be empty when you take ownership, you may need to negotiate a longer settlement period with the seller to enable this. If you’re taking over the property with the tenants in place for the remainder of their tenancy agreement, the previous owner must let the tenants know that you are the new owner and give you a copy of the existing tenancy agreement. When you take over ownership, you must tell the tenants your name and contact details, and advise them how their rent is to be paid. If someone else is managing the property for you, let the tenants know who to contact in case of any issues. Most tenancies require a bond to be paid as security in case of any damage or unpaid rent. When a tenanted property is sold, the seller cannot make a claim to any bond unless this is done before the property changes hands. It’s a good idea to check with your lawyer that any bond conditions are spelled out in the sale and purchase agreement. Lastly, don’t forget to factor in that buying an investment property also requires you to become a landlord with a long list of responsibilities to your tenants.
